MoonPoker

Virtua General – Day 12/21

The last week trade has been flowing good, until MoonPoker decided to move to NSQ to get more wood, it resulted in Virtua having leak of wood at some times, because our taxi companies couldn’t keep up with the tons of wood there was skipped out of NSQ.

A few days later Refund moved to NSQ, which meant a drop in wood prices and an ore MV was created. It just meant that the already limited taxi companies had a lot more work to do.

NSQ stock rised and Rokta got some work to do, instead of being on vacation, while the cash Stock dropped a little.

It was also this week Digitaliens tried to conquer our Iron and Wood marked by making an attempt to bankrupt our Wood supplier, and getting their own stores here in Virtua.

At the same time they created 2 MV’s, one to dig iron ores, and one to make iron, but Virtuans proved strong of mind and kept buying from their local suppliers.

However Centropolis’ mayor had another thing in mind, he announced that his citizens should buy wood from Tranqer(the Digitalian who shoot at MP), because the wood price MoonPoker had was a bit to expensive, That statement gave lot of problems and discussion on why he did it.

It ended with the mayor withdrawing the announcement after MoonPoker lowered the wood price, but it is forgotten? Many of the council members raised their voice and seemed to be angry about it.

This was also the week where Virtua got their first harbor, whom annoniem 2 was the owner of, He bought the harbor  lot from the former Mayor of Centropolis Rico.Vito.

Few days later Nasdaqar was fast to get their own harbor, from which Boats to Cyberia now sails daily to ensure that Virtuans can keep their stores stocked there.

It has been an eventful week in Virtua.

President interview

I have been talking to our Predident (Brendan).

Q: There have been very many minor law proposals, do you think that is good or just ‘waste’ of your time?

A: Any law proposal that improves the law book is of course worth my time. Minor laws can help tidy the law book and are the key to having a good law book, if we have it all grammatically correct, up to date and consistent it is not only easier to read but also helps prevent confusion and ensures clarity. We also have big law changes running, so it works quite well to have the minor and major being proposed together.

Q: Would you like more loopholes and/or grammars to be changed?
A: Grammar can be changed when it is noticed. In a lot of cases, grammar doesn’t have an effect on the meaning of laws and can’t be used to exploit the law. Loopholes are harder to find and should be amended where ever possible.

Q: Maybe even make a Consul of finding mistakes in Virtuan Law?
A: I think it’s the responsibility of all Consuls to find mistakes in the Virtuan Law. They should be up to date with it and responsible for improving it. It’s encouraged that they find mistakes in the Virtuan Law and propose changes to the rest of the Council, even more encouraged that they check the part of the law book that they are ruled by.

Q: This round the number of Virtuan criminals have been zero, do you think it would be smarter just to remove the opportunity to sell/buy illegal(restricted items) in Nasdaqar?
A: No, not at all. The ability to sell/buy the former illegal goods in Nasdaqar wasn’t introduced to help a certain few players but to make it easier for those who wish to partake in crime in Virtua easier. Just because a few of the first few Virtuan criminals have since stopped, this doesn’t mean it can no longer run – make we could see some new criminals! However in a few rounds, it could be possible that upon reviewing the changes it may not be worth having it in place. Who knows.

Q: Refund(I) have been raging a bit in the IC, is it a reason for firing your CoF, as it is not giving a good image of Virtua?
A: First of all, I don’t agree with the bad language he used initially. However, after that happened he is now standing up for something he believes in and is strong willed. This is a good quality in a Council member. I don’t think it is giving Virtua a bad name since he may have his personal dealings without being confined to his Consul profession. Unless the situation escalated to the point where Refund was causing harm or acting against the good of Virtua then that would be the one where I review his employment.

Q: Do you plan to try make any international treaties or alike this round?
A: An education treaty is currently being discussed in the International Convention.

Thanks to our beloved President for answering.

The story of the mayors

We’ve talked with the 3 mayors of Virtua, (Brendan), Gean Starwind & Nater, about how it is going for each of their towns.

Cashington:

Nater is the mayor of Cashington, who was taking control after 1987 retreated as mayor, maybe a wise decision when checking the chance of a new best result for him.(Turnover day 12/28 #19)

Q: How does your town goes?

A: “I believe Cashington is running quite well. We are seeing lots of activity, and sales seem to be pretty high. This activity is really evidenced in two ways: one, the lot state is falling… now this is not a good thing, but it is an indicator as to the activity level of the city… at well over 60 parks, we are doing our best to keep it up. Two, our budget, even though we are not the biggest city out there, our budget is pretty high in comparison, which means the citizens are both give and getting a lot!

The one down side at the moment is exports… I feel as though people are not exporting as much as they could, and in turn this is making it hard to build parks and keep the lot state up.

We still have two weeks! I think Cashington and her citizens will finish well.”

Q: How would you evaluate yourself?

A: “I would say that over all, I feel that I am doing pretty well. I know I have made my mistakes, but as first time mayor I am allowed a few. 😉 Right?

I think out subsidies have been good. They encourage things that help the city and trade, yet are not too hard to get, so that money gets in the hands of the citizens.

There are lots of exims. They are not as diverse as I would like, but due to the lot state I am having to focus on things that will help us recover the lot state.”

Q: What is your evaluation of the new crimes?

A: “I would say there has been an increase in crime, not as much as I had first expected. Crime is never “good”, but I don’t think the crime level has hurt Virtua to any great extent… it might have even helped get rid of some people from other countries (not Digi… they are welcome for the time being 😛  ) who were trying to use Virtua for their own personal gain. I do think some changes still need to be tweaked, but I think things are better than expected.”

Q: Plans to go for election next round?

A: “I do plan on running for President again. With a lightly different platform than last time. Lat round I was “”no crime, no crime, no crime””. This time I will be more of a “”Crime might be not all bad, in the right place/context.”” If I am elected I will work WITH those who have an interest in this area, to see what ideas, and compromises we can come up with. I will be a good listener.

Another area that I think needs some work is the area of education reform, and I plan on doing some work and brain storming on that with others, and hope we can create some great solution. I would also like to try and push for another international Education treaty.

There are some more things to be said… but I will wait for my Election Speech before I spill all the beans! :D”

Q: Any players you would like to award or thanks?

A: “Everyone has been doing a wonderful job, but I would really like to think 1987, the former mayor. He has eximed items I needed, after asking me, instead of what might have been best for me. He has also sold me lots that I have needed. I know it has to be hard to step aside when you have plans, but real life can make us have to, but in all that he has not lost is goal of helping the city, and that is greatly commendable!”

Thanks for your answers Nater.

Centropolis:

Gean Starwind who is the mayor of Centropolis have been doing some things that not everyone have agreed in this round, selling the harbour to forgein MV and putting up the Bylaw only affecting citizens of Centropolis but not others.

Yet we’ve not revived anything from Gean Starwind.

Nasdaqar:

In Nasdaqar is the mayor (Brendan), who earlier have been active in national and local politics.

Q: How does your town goes?

“I think people are exporting enough. I’m making sure there is always at least something to export so there is always a chance to earn some money!

Lot state is at a constant figure of around 92. I usually come online in the evening so this has dropped to about 90 when I come online but then I can raise it by 2-2.5 when I’m online. This isn’t a problem and is high compared to the other Virtuan cities (although I must mention that we’re the tree city – this could contribute to being able to build many parks). I don’t feel like we’re at any risk in regards to lot state.

Free road lots by the road is beginning to become a problem. It’s hard trying to find a place where I can construct a new road and with inactive players owning lots who can’t place them for sale, it’s even harder and rather frustrating for me. I will probably contact the Federals to ask for some help with this to ensure we have road lots available.”

Q: How would you evaluate yourself?

“I think I’ve been coming online enough (or more using my online time efficiently, everytime I’m online I give VAT back, if no exports are available then I set them and check the Townhall to make sure everyone’s OK. I wish I could give out more mass subsidy, but I’d rather not spend a large proportion of my budget on that when I’m not sure whether high budget incomes can be secures or not. However the state is providing subsidy of up to 2500 I-Shells to those who request it, so this is a kind of substitute.

I’ve chosen not to hire an officer. With the new laws imposed by the government last round, I wanted to encourage crime in Nasdaqar if I could. I think that having officers (like hospitals) could damage this. although I’m usually for hiring as many officers as needed, I want to take the opportunity this round to see how the new laws and system would turn out.

I think exports have been plentiful and varied. I’m building parks and monuments with the products I’m receiving which use each exportable product (excluding PCs and diamond drills but those are there too!)”

Q: What is your evaluation of the new crimes?

“As I expected, it’s been an interesting thing to watch. Virtua (especially Nasdaqar) has seen many new migrants. Its been good to meet some of the newer people who I wouldn’t have talked to and seen daily.

It has affected innocent Virtuan citizens, there’s no denying that and to some extent I feel a little bad for them. However it has probably created a boom in safety products and the need for active politicians to monitor the safety of citizens, something that’s been a little relaxed over the past few rounds.

Moreover people have had fun with crime. Fun is always good to see in a game so in that respect it’s been a good thing. “

Q: Plans to go for election next round?

I’ve been out of national politics for a few rounds now and I would love to make a return! I will consider going for a place in the Council next round. Or maybe Mayor again. I’m not certain of what I’ll do yet.

Q: Any players you would like to award or thanks?

A: “Although it may seem controversial I would like to thank Bleech and Refund. They have took the opportunity of trying crime out in Virtua when they had the chance. They’ve took the new laws as they’ve come and managed to try crime out in their home nation. They’ve given up their political positions to try out the crime features of the game which is quite a big step but they did it.
Even more so I’d like to award MoonPoker as the previous Virtuan who has had a big impact on crime this round in Virtua. He managed to reach Criminal Mastermind and has used the new laws to his advantage and become a successful criminal.

Aside from the criminals (who I thought were necessary to mention as Mayor of Nasdaqar in the first round of crime): I would also like to thank President/Consul of Finance Tuned for his continued support and excellent skills with the treasury, He’s managed to make sure Nasdaqar has been financially secure, his policies are clear and keeps direct contact with me and other Mayors. He’s not a silent President so I’d like to thank him for his diplomacy. “

Thanks for giving us these answers (Brendan).

Degree Fees face opposition

Calls for a review of the pricing of degree renewals were called for earlier this week by Consul of Justice and Safety, lindapinda86. In the Council Room, lindapinda86 said that it would be cheaper for Virtuan citizens to go over to Cyberië to get their degree renewal, rather than purchasing the degree renewal from the state of Virtua.

Shortly after this comment was made in the Council Room, citizens of Virtua drove to the Council Public to join in the debate about how much degrees should cost, if anything at all.

Some citizens initially slammed the renewal system for its expensive fees (especially in comparison with every other country in the Federation). It was questioned why the cost of renewing a degree is more expensive than actually taking the exam. One Virtuan citizen said: ‘I think it is stupid having the renewal cost higher than it is to take the exam. The hard part is passing the exam, so the rest should be easier…cheaper’. A few other citizens were seen agreeing with this statement, while protestors outside chanting ‘Free Education Now!’ were moved on by officers of Virtua.

President Tuned, who some would call a diplomat, stepped in to the debate by giving a bit of logic behind the current law (which says the cost of renewing a degree is 500 I-Shells), saying it would be better for people to take exams rather than just renewing their degrees as it retests their knowledge of the specific field, this would imply that we would have more qualified professionals. The President had already agreed with lindapinda86 in the Council Room, saying action was needed regarding this topic – for him the options were negotiating with Cyberië on prices or allow Virtuan degree renewals to be free. President Tuned has also expressed concern with the potential lack of people with degrees if people are put off acquiring degrees.

Further initiatives were discussed by citizens natcha12 and Forsties, these initiatives would involve checking whether someone could actually do the job that relates to the degree before they could renew it. If they couldn’t do the job well then their degree could be revoked, it was said. There were criticisms to this idea such as how can we measure what a good job is and how do we ensure objectivity. It’s uncertain whether this idea will be developed at this moment. Other ideas included lowering the cost of the renewal for every round the degree is used by that citizen.

It’s likely that the government will take action about this before the end of the round, with some discussion already taking place within the Council Room. Citizens are free and even encouraged to share their opinion on this matter and how they would resolve the problem, in the Council Public.

It is still uncertain how the government will act towards this matter.

Presidential elections

The round is near the end. The elections is coming. We have 7 candidates signed for the presidential election.

1st Candidate – Tuned

Tuneds promises is following:

– An opportunity at the end of the round for all citizens in which they can give feedback, suggestions and discuss the experiment. The Virtuan Government will follow the discussion and make adjustments. If the experiment is considered a total failure then Nasdaqar will be returned in its original state (illegal goods back, no more gunpowder licence)
– When negative effects arise, a immediate response of the Council and President to minimalize or even nullify these effects.
– An open culture, the Virtuan Government will be open to all suggestions, feedback, … about the experiment in Council Public.

2nd Candidate – Andoversr

Andoversr want to:

– Keep Virtua free of crime
– Reinvigorating the Virtuan education system
– Return Virtua into true democracy
– Help new players become educated.

(Source: Virtuan Prosperity, Club of Andoversr).

3rd Candidate – Refund

Refunds ‘why choose me arguments’:

– More tailwind on the bike roads.
– More money you our disabled citizens.
– Better way to chat with each other.
– We’ll be ready for the next round – prepared!
– I’ll do my best to keep Virtua safe – Spite of the risk from Nasdaqar next round.(a lot of ‘s)
– I like everyone to have a nice game! Also then English-speaking criminals. They should have the same chance.

4th Candidate – Aztech

Aztechs arguments to elect him as president:

– I want to bring back schools to directly educate student and boost the passing rate.
– I want to repeal the crime city law and make sure that if anything like that is put forward then the people will vote on it.
– I want a referendum system so that any changes that will greatly affect you, you vote on the outcome.
– I want to reform the government so you elect a consul from you city and I appoint the rest so you have a representative.
– I want to reform the court system so there are guidelines to follow time limits and clear procedure to make the court become more efficient.
– If elected I will take into mind everyones opinion and will be strong and stand for my opinions.

(Source: Speech by Aztech send to vNews@vnews.miniconomy.com )

5th Candidate – Maisic

Maisic have mayor experience what have led me to my points:

– Mayors should be free to have policies, so it doesn’t feel like a chore.
– Virtua should be more free, restrictions removed.
– Crime-city? Unable to answer that due to Virtuan Court-case.

(Source: Speech by Maisic send to vNews@vnews.miniconomy.com)

6th Candidate – MoonPoker

MoonPoker is obviously just joking, again. Due to his criminal status, he can not be on the ballot.

(Source: MoonPoker, MC-chat)

7th Candidate – Felix D

No contact yet.

I’ve contacted our President(Bleech ,R108) to hear his view on the upcoming elections. Here ill bring the interview.

Which of these candidates do you find most competent to run Virtua?

“What everybody wants is a clean nice game without hassle. The bureaucratic crap in the plans of Andoversr and Aztech is one of the many reasons why they, in my view, should never become President, or have any other Governmental job other than our National Garbagepicker.

Maisic is my favourite Aussie, but I do feel he could use some more experience as Consul first. He does his job well, so I hope to hear more from him for sure! Felix D is ever a good and experienced player. His activity in the game is a bit more variable. If he can commit himself to do the job, he would do it well.

Best choices are Refund and Tuned. Tuneds advantage over Refund is experience and of course, he’s able to read Dutch. Refund, however, seems to be more active, daring and loved by the general population. I’ve difficulties myself to place only one vote…”

We got like 2 sides, pro-crimecity and con-crimecity. If a candidate of con-crimecity wins, do you think a fast Bylaw would be created to prevent NSQ being a Crimecity the rest of the round, as Andoversr have stated?

“A by-law wont stop the process of Nasdaqar turning criminal next round.. As stated in the Virtuan Law, no bylaws concerning chapters 1 and 2 are legal. The new Council can choose to rewind the changes blindly, but as they wont affect coming round, they would only be wasting time to see what really happens and what the people want. The Council would do well to remember that you can’t please everybody at the same time and change isn’t a bad thing by default. I, for one, hate the extreme conservatism spread by some Virtuan players, like Andoversr and Aztech.”

Where do you think we need changes next round?

“Of course we need to keep an eye on Nasdaqar. Compared to this round, Cashington and Centropolis will need more officers. I, as Mayor candidate of Cashington, will do my best to achieve this. Furthermore, discussion is desired concerning the Priest degree, the balance between Mayor and Council, the balance between President and Vice-President, the juridical system (especially running the Court) and the exam fee and bonusses.
I also hope the next CoF will keep Tuned’s policy on giving priority to Personal Subsidies of 2.5k per player with at least 200 ish per sqst shop.”

Let the best candidate win.

Round 108 – What happened until now?

Round 108, was a round that started late due to server upgrades, which meant that the first day was a bit slow, and lot of players got on late or first the second day.

The Council members were: Bleech (President), natcha12 (Vice-President), Tuned (CoF), Gaulamos (CoE) and MoonPoker (CoJS).

Nasdaqar lost Pogo as mayor already on the second day of the round, where Pogo decided to resign after critic from Bleech.

This meant that MoonPoker took up the job as interim Mayor, only to take up the interim job after Aztech was fired after having taxed his citizens.

Later (Brendan) took over the job and has been mayor since.

Sadly this was also the week were our beloved Goudie was tried assassinated by Metal Alvares on the contract from Martijn5, however the officers of Virtua acted fast and stopped the attempt.

Our CoJS MoonPoker was sued for having illegal appointed Nishant as National Officer, however the court said that MoonPoker did nothing wrong in that case, but he was fined 150 ISH for insulting Lindapinda86 and 150 ISH for making a joke out of the court with his plea.

Meanwhile the other cities were doing well, until Refund (Mayor of Cashington) decided to resign after pressure from AynRand which called out for him to be fired.

Refund took the job as interim mayor until 1987 was elected as mayor in Cashington, which was a city in troubles; their lot condition was falling like rock from the sky.

Actions was set in motion and Refund with the help from Tuned our CoF, saved Cashington by digging 650 diamonds into the ground.

The Council was working on introducing several new laws in Virtua, which mean that Nasdaqar will from next round be a city where guns, bombs and gunpowder can be sold and found, however fines will stay the same as always, which is expected to keep the crimes actions on a low.

Many traders have shown a lot of angry emotions against the idea of experimenting with a crime city in Virtua, however the laws has been passed and right now they fight in court over whether its legal or not to approve them.

Andoversr and Nater were the two candidates from the group of traders speaking against the new additions.

Sadly our former CoJS took action in his own hand and shoot Nater before he could come on the election list, Andoversr managed to get on the list only to be found dead the next day.

MoonPoker did at the same time do something so bad, that it might go into Virtua history, he deleted all the cases in Virtuan Court and Federals have not been able to restore the cases.

MoonPoker said earlier that he now is a holy crusade for justice in Virtua, but what does that mean?

In the last week, Refund took the job as CoJS after MoonPoker resigned or some might say that he got fired.

Refund is trying hard to right all the wrongs from the time of MoonPoker as CoJS.
